00 SECTION I-JOB DESCRIPTION
Summary:
Under the supervision of the Health Administrator or designee.
Will perform advanced planning and research work for Cameron County Public Health.
Seeks and secures grant funding that supports the delivery of public health initiatives in accordance with the department's mission and prioritized target areas.
Understands and commits to the purpose of the programs under the department and uses that knowledge to locate funding sources and acquire funds that complement the department's goals.
Prioritizes conflicting needs, handles matters expeditiously and follows through on projects to successful completion.
High level of energy and self-initiative are necessary for meeting strict deadlines and demands.
Essential Functions:
Employee will accurately document all time worked.
Studies and researches the structure, objectives, programs, and financial needs of the department.
Continually researches, identifies, presents and maintains sources of public and private grant opportunities that align with the department's funding needs.
Gathers subject matter experts for potential grants discussion and assemble of information pertinent to grant applications.
Researches and provides specifics on potential grants' requirements, laws and regulations (such as eligibility, timelines, allowable expenditures, metrics, etc.
).
Drafts grant proposals and supporting documentation based on the funding requirements.
Develops effective grant proposals and grant reports based on requirements and needs.
Submits proposals within deadlines as approved by Health Administrator or designee.
Responds to internal and external inquiries on drafted and submitted proposals.
Interfaces and communicates with all programs within the department, other County departments and external agencies as needed.
Maintains positive relationships with fund providers and stakeholders.
Maintains records and submits reports related to grant opportunities.
Utilizes sound judgment and maintains strict confidentiality.
Assists with the continuous improvement of services, programs, activities, materials, policies and procedures.
Develops and maintains a master file of pending, existing and past grants.
Performs job duties by establishing strong communication skills and organizational skills.
Performs routine work on own initiative.
Other duties as assigned.
SECTION II-JOB REQUIREMENTS EDUCATION AND
Experience:
Bachelor's Degree from an accredited college or university preferred with major work in business field and two years' work experience in grant writing.
KNOWLEDGE, SKILLS, AND ABILITIES:
Demonstrated successful grant writing and grants management skills from grants in public and private sources.
Knowledge, understanding and ability to perform all aspects of the job.
Ability to coordinate and support work related activities as they pertain to department needs.
Excellent written and oral communication skills.
Excellent research, analysis and reporting skills.
Ability to work in partnership with others as well as work independently.
Self-motivated with the ability to work under minimal supervision.
Knowledge of computer programs software (MS, Word, Excel, Power Point, internet).
SPECIAL REQUIREMENTS:
Must have a valid Texas Driver's License, comply with State of Texas Driving Laws, and maintain an acceptable driving record.
Must have reliable transportation.
Employees of Cameron County may be required to work during any natural disaster or emergency, extended hours and non-traditional work schedules (i.
e.
, Saturdays and Sundays).
Criminal background check is required for employment or continued employment.
PHYSICAL DEMANDS:
Good health and physical condition sufficient to permit full performance of the duties of the position.
If additional assistance is required, employee must request assistance prior to performing the assignment.
SECTION III-JOB DIMENSIONS CONTACTS:
EXTERNAL CONTACTS:
Frequent contact with other health, social and educational care agencies, outside organizations.
Occasional contact with clinic staff and business clientele.
Communication is via telephone, written communication and face-to-face.
INTERNAL CONTACTS:
Utilizes tact when dealing with County employees, health, social and educational care providers, and clientele regarding grant related issues.
Constant contact with Program Directors.
Communicating is primarily face-to-face, via telephone and through written communication.
RESPONSIBILITY:
Complies with Cameron County, Cameron County Public Health and Department of State Health Services rules/regulations and displays a positive public image.
As a Cameron County employee, the identity of every client shall be kept confidential except to the extent necessary to carry out the purpose of an investigation, hearing, or judicial proceeding.
DIFFICULTY:
Judgment is required to ensure completion of job activities as assigned by the immediate supervisor or designee.

GUIDANCE:

Estimated Salary: $20 to $28 per hour based on qualifications.
